A March 30 online public hearing will focus on an annual performance report that provides information on federal funding addressing the needs of low- to moderate-income residents of Richland County.

The Consolidated Annual Performance and Evaluation Report identifies the county’s level of progress in meeting the goals of its five-year consolidated plan, which must completed to secure federal funding.

During the 2019-20 fiscal year, the county received more than $1.5 million in Community Development Block Grant funding and $676,580 in HOME Investment Partnerships Program funding from the U.S. Department of Housing and Urban Development, according to a news release from the county. CDBG funding includes support for Operation One Touch, which helps residents with household repairs, and public service grants. HOME funding includes support for Richland County’s Homeownership Assistance Program and Richland Rebuild, a program that tears down unsafe housing and builds new homes for residents.

The County’s Community Planning and Development Department will discuss the report for these two programs at 5:30 p.m. on March 30 in a virtual hearing required by HUD and open to the public via Zoom. To attend, email a request for the meeting link to voignier.clayton@richlandcountysc.gov.

Public comments on the county’s five-year plan will be taken beginning Thursday until the online meeting. Comments can be emailed to voignier.clayton@richlandcountysc.gov or mailed to Richland County Government, Community Planning & Development Division, 2020 Hampton St., P.O. Box 192, Columbia, S.C., 29204, to Clayton Voignier’s attention.

All comments will be submitted to HUD’s Columbia office.
