City of Columbia hires director of homeless services and project manager

The City of Columbia has hired Kameisha Heppard as director of homeless services and Mackin Wall as homeless services project manager.

Heppard will be in charge of developing programs related to the city’s overall efforts to address homelessness. Her responsibilities will include development at Rapid Shelter Columbia, a transitional housing program for chronically homeless men and women, located on city property at 194 Calhoun St.

She holds both a bachelor’s degree and master’s degree in social work from the University of South Carolina and is certified in trauma-informed care, child welfare and forensics. Heppard previously was in charge of program development, delivery and evaluations for Transitions.

Wall will manage day-to-day operations at Rapid Shelter Columbia and provide oversight for wrap-around services and other strategies to help the homeless population in Columbia. She holds a bachelor’s degree in anthropology and a master’s degree in social work form the University of South Carolina and most recently worked at Washington Street United Methodist Church in Columbia.  

“I am excited to welcome Ms. Heppard and Ms. Wall,” said city manager Teresa Wilson. “They are both extremely capable and have proven themselves in the field of social work, with specific concentration in service to homeless individuals in Columbia.”
